It looks like the back of a postcard. Maybe the prison only allows postcards so they can read everyone’s mail? Seems like the kind of thing US prisons might do.
Are you supposed to write postcards backwards though? I would have filled it out left to right
On closer inspection the line down the middle is a bit wobbly and there are faint outlines around the pages. I think someone just scanned the envelope and pages and assembled them in the wrong order.
