I would imagine the leadership of the last several decades would be very strongly opposed, ultimately I don’t know if they’d refuse an order form the executive. You’d think nukes would require congressional approval except during a Congress declared war, but I don’t think so.
If they don’t everyone dies so they’re likely to be be pretty motivated to say no. Given that the Soviet military back in the cold war refused to launch nukes I’m reasonably confident the human instinct for survival will override any theoretical respect they have for the executive.
