The game scripting requires you to have a layer during the arrest sequence so if you have not finished the questline where you get the lawyer one is automatically added to your inventory.
That’s exactly what you’re supposed to do when you’re under arrest and being charged with a crime that you didn’t do. You turn yourself in so it looks better to the judge, then you plead not guilty.
Even if you did do it, it’s a lot better for you to plead not guilty at first. You might be angling for a plea deal, or waiting to see if they actually have any concrete evidence, but pleading guilty and throwing yourself on the mercy of the court almost never works out in your favor.

This is standard. By pleading not guilty, there can be a trial. If he pleads guilty, there is no trial.
I thought his dad pressured him to turn himself in?
There’s plenty of time to rethink the strategy, especially when lawyers get involved.
Also IIRC his dad and/or his SO more or less ratted on him and forced his hand. Being a most wanted fugitive isn’t a choice many would make.
