I heartily agree Europe should step up the speed, but for a lot of government systems it is not so easily done. Metric shit tons of legacy data, legacy apps and legacy connections to the outside world that need to be kept alive will heavily impede the changes.
Of course, Microsoft and other companies like Oracle absolutely designed it this way, but the fact remains - it is a very difficult task.

As problematic as organised religion is, this is just the type of guy that will piggyback on any form of belief or ideological system in order to be an arsehole.
