I understand it’s not necessarily meant as an offense to any applicable person by the person saying/wearing it, but it is nevertheless perpetuating the social problem of shaming people for characteristics they have no control over.

I don’t think so. I think that presupposes that there is something bad about having a small dick. This is to mock people who think that there’s something bad about having a small dick, who there’s a good chance watch Fox News, as well-adjusted people don’t really think that. But maybe I’m wrong!
