If you follow that thread of logic you basically can end up with clearance to bomb anything you want, I guess thats why we hit that elementary school…
There no thing as civil transportation infrastructure. It’s all dual use. A lot of it is desifned with defense in mind.
You must have a military goal. Doesn’t mean civilians mustn’t suffer, although we might like that.
