For fucks sake can we stop doing flat dollar amount fines on megacorps and do percentage of revenue - yes, revenue specifically, not profit, which can be gamed in tons of interesting ways - as punitive measures? Even astronomical 8 or 9 figure fines on companies with market caps in the ballpark of a trillion fucking dollars are effectively brushed off as the cost of doing business, and are ultimately inconsequential and entirely ineffective in terms of serving as a meaningful deterrent to the things they’re being fined for.

Not complying with a court order where the plaintiff is a normal citizen is one thing.
Not complying with a court order where the plaintiff is the Attorney General of an elected state government, and thus effectively representing the interests of said state government, is another matter entirely. More pointedly, I expect Blanche Torrez (Blanche is DOJ and is one of the parties being sued, oops) to go full pitbull on this matter, and to leverage the whole legal apparatus of the state to the greatest degree possible against the DoJ here. That scenario, to be clear, is not something we have yet seen while this regime has been in power.
This is the most aggravating outcome. I am honestly extremely suspicious that this may just be his lawyers trying to get him the best feasible outcome in a context where the DoJ is not really following the rules.
